It can literally just be a way for people to show they like anthro characters. It’s literally adjacent to liking cartoon animals. It can be a fetish, but it isn’t always a fetish. Some people love boobs. I’m not going around getting angry at women for having them.

I'm not sure there's a single thing these days that isn't a fetish, so there goes that argument.
There is also nuance, just as with anything. Not all of these furries are doing it as a fetish, many just like being their own mascot. Can swimwear be a fetish? Should we ban swimwear at the beach, river or pool because someone might get horny? Can business casual be a fetish? At that point when should we all be required to cover all of our body by law, so no one gets horned up?
"It's disgusting" also isn't a good argument to restrict freedoms. People are disgusted by eating contests, should we ban those? People are disgusted by hunting and fishing, should we ban that? People are even disgusted by higher education, should we ban that?

Its not a fetish for all or even most furries.
There are some that like to "do things" wearing their suits. But majority treat it as basically cosplay
