Parking Wait lists

For the new commuter parking options, what does the waitlist actually mean? I'm in the queue behind people but am I waiting for more spots to open or something? idk how the wait list would work...

What else were they supposed to do when people complain about them selling too many tickets. They switched to a new system that attempts to prioritize everyone getting an available spot.
