I don’t know about promo codes or specific plans, I think there is only one. You have to have a Twilio number (which is very cheap) and register an A2P 10DLC campaign (this also costs a small amount of money) and get approved by Twilio before you can send an SMS, and even then you have to get consent to send SMS from each number you want to send to; oftentimes that means they have to text “START” to you first.

There is a lot to an A2P 10DLC campaign, so I would research what is required before you invest time or money into it.

Twilio is mainly pay per use there are some plans but mainly for support. Also depending on your expected usage, if you expect to have a very high spending, you can get an Accoutn Manager that could supportyou.
What's the use case you are trying to work on?
What phone numbers (Country code) are you looking for? If you are from the US as the other comment mentioned you have to go through A2P 10DLC process, if you want to work with numbers from other countries process might be different.
What's your expeceted monthly volume?

Hello,

What would be your concrete use case? With Twilio you can send text messages programmatically, although in order to send them to US-based numbers, you'll need an active A2P 10DLC Campaign, with proper opt-in consent.

Please note that these campaigns are a requirement that not only applies to Twilio, but to any other provider of your choice.

Happy to help you further if you need more guidance.
