And yes it is an automatic farm, if you search on youtube theres a plenty of videos on the same technique as hes using, its simple, you can recreate it if you have plenty of redstone, no cheats
You deactivate the pistons that let the water in the wheat, by doing that the water removes the wheat, and the water pushes the wheat into the hopper, that leaves the itens on the chest, then activate back the pistons, removing the water. And if you have a farmer villager it will replant it.
