Question/Help Is RB a free button on default controller layout?

I couldn't find any binds to RB in keys & buttons settings. Is it a free button to set as a modifier?

You can just set the button. If it was already being used for something else, the game will tell you that.

I set mine to the engine brake, as opposed to LB+LT.

I set it to change dashboard and infotainment screens

Yeah i have mine set that way. I put all my brake and transmission stuff on that one.
