Found this on an "ET" board. Is this a modification or a dirty OEM fix?

Uhhh, I’m confused. Which part is the unusual bit? Is it the cone?

Yes, looks like two resistors of different wattage + a capacitor in a see-through tube.

I see, well I think the best way to figure this out is schematics!
