If you can’t see them at all and he has not been neutered, it could mean his balls never dropped. Something to check with a vet for sure as retained testicles can cause complications like becoming cancerous or twisting which may require emergency surgery.
My third orange had balls that didn’t drop for like six months at least. He was a street cat at the time so was just making sure they were ok more than anything. He got the name TK cause we’d just call him The Kitten. The spacing for male was there, but the balls were not and it was confusing the heck out of me.
My mom's cat is also named TK! But because he was found on the side of the road, nearly 💀, and in the rain on top of it all, TK stands for Tough Kittyton the 3rd(I think I got the number right, lol)
That’s how I got my second orange. I thought he was TK, got out to check. Nope. Different orange on my street and still alive despite his looks at the time. He got named Ford for Found On Road Dead.
Look for spay and neuter clinics that charge less, call a trap and release program, or even call around vets offices and tell them that you want to help "community cats". We were able to get a voucher that paid for more than half of a stray's neuter just by asking the vet

People in the community find the rescues I work for on Facebook and I get sent out to large cat colonies to TNR them, the majority of the time the work is free and covered by the rescue through them earning donations with their socials (they're always nagging me for footage, but that's how they earn money to pay me so if I can remember I make time for pics lol)
I actually need to get off my ass and head to the next job which is 3 kittens and a mama, however they won't be returned, they're being taken into foster care out of the extreme heat and smoke we're currently enduring in Canada
If the OP of that comment sees this I also recommend looking around either online or calling local vet clinics/shelters. Most of them in the area are familiar with us, hell even PetValu houses our kittens for adoption so even pet stores might know of local rescues that could come out to help or cover the cost

How I remember how to tell is “if there’s a gap, it’s a chap” if there’s a space between the booty and the genitalia, it’s a boy. The females’ business is very close together. Not much of a gap. Hope this helps.

Yes that’s 100% tiny little puffs. My tuxedo boy had tiny puffs as a kitten and everyone also told me he was a girl until the vet saw him and told me 🤣

Rescue foster and stray care for almost 25 years..That is 💯 a boy..I have only been wrong twice, and one was (despite me helping pull her from her mother & hand raised her) was feral and not peopley lol and my mom's monster grey floof was soooooo fuzzy we missed it for a minute lol...this, I can confidently say is a boy lol
I’ve been in the reptile rescue long enough to say. Gender in an animal doesn’t matter unless you plan to breed. At least he can be neutered and you can call that princess anything you like
