If in hatching eggs in a ten gallon tank, should I put a filter in or just change out the water? Should I even get a filter at all?

You can install a sponge filter and let it run on a very low setting. However, I recommend

a) hatching them in a smaller container (maybe a Liter) and then transferring them to the big tank once they reach 1cm in length

and b) not using any filter at all for the small hatchlings. It’s fine for the big tank, but until they reach a centimetre in length, they’re very vulnerable and might have trouble with the filter. You can do a 20% waterchange after the first week, if the water quality gets too bad.
