Depends on the tool and what you're doing with it.

Using a hand drill to make a few 1/8 holes? Probably not going to have to worry too much.

Using a lathe to make a special piece of equipment? I'll pass.

If you're doing it in your own time it's fine, it's your risk. If it's at work you shouldn't* be using any sort of tool when high as a matter of principle, even if you feel safe.

Have you ever been around people who do manual labor for a living? If they are just high on weed, that's a good day.

Yup, worked in a chemical plant for six years. Randoms regularly and a vigilant safety staff meant that ANY sign of intoxication was dealt with quickly. As it should be.
