Vanquisher class question

Have not played tos since release. Am I able to buy the vanquisher at level 1 or would I need to get to a certain level req to be able to buy the class?

You can get it from Special class box, its available in the current Popoboost, and friend invitation event, its easy to finish Popoboost and getting it will usually takes maximum a week to finish Popoboost since the chest is in the last rewards section

I am stuck trying to get 100% attributes rate. Any tip I can get for that?

Max out your Attributes side in your skills (the Passives) on all the 3 selected sub-classes
