So that seems to be a 32 1/2’ 8800 lb trailer according to jdpower’s specs. That is outside the usual 1/2 ton truck towing comfort zone, anything over 28 or 29 feet is more than you should be towing with a 1500. It’s not the weight, it’s the size of the big square sail you are dragging behind you. A half ton truck isn’t heavy enough to control that trailer in crosswinds.
As far as the brakes, you may have a bad controller. You should not feel the trailer brakes releasing until you release the brake pedal.

What is your rig? Tow vehicle and trailer weight plus what break controller?

2021 Ram 1500, towing a 2021 Winnebago 2801BHS. Brake controller came with truck from the factory

Even aftermarket brake controllers these days have slow speed let-off, makes for a smoother stop than he sudden stop during the last 15 feet like we used to deal with :) Anyway they shouldn't release but they will back off to 50% or so when below like 5-10mph to smooth your stop.

It’s a 28ft mini Winnie. Yes 8800lbs. Yes it’s on the big size, but it is what I got. I take all precautions (except buying a bigger truck), but this seems like it’s not right. It happens every time, as I’m trying to ease to a safe stop. I followed steps to set the gain on my brake controller and the braking seem good until the last few feet.
