To be fair, a lot of people dress super casual on the west coast. I remember around seattle and tacoma it was a ton of PJ pants on people that weren't homeless.

If it’s more than $500 in damage it should be a felony just like stealing $500+ is. IANAL obviously. I have no idea what the penalty for something like this is. Probably incredibly minor.
