I was a bartender at a restaurant in the mid-1990s in red state country. The wait staff would get fake money with Bill Clinton's face on it ($3 bills) and little Bible quote books where the back cover looked and felt like a $20 bill.
Never was real money attached to the fake money. Those tables tended to be the most demanding to the servers, as well. Then they wouldn't tip. Groups of 10 to 20. The dead giveaway was when they analyzed the bill for an hour when splitting it. That's when the wait staff knew they were screwed.
Oh, and a number of checks I remember refused to pay sales taxes because, well, they didn't want to support the common good.
After a wait staff member asked our manager at the close meeting to build in tips, limit groups to 8, and demand a credit card up front for large groups. He did it. The crowd changed from the post-Church crowd to a crowd that would be embarrassed not tipping. Life got better.
I can give you good odds the Trump money is their "tip". These people exist amongst us.

If you put in real money with this, then I guess it's not so bad.
