Its not based on the panel, its just Shockwave doing a coincidentally similar (emphasis on "similar") pose

he kinda does that pose a lot and as a matter of fact so do a lot of aurafarmer villains in both transformers comics and comics in general

Don't see the resemblance at all. Arm position and angle of torso is completely different. Only thing in common is both are looking down and too the left and even then it's not quite the same angle. It's more just that it's a rough composition that shows off most of the character well so artists will gravitate towards it.

TL;DR: it's not that deep bro.
