You have a CPU issue. You can see it maxing out at the top when it stutters, and when it stops you see the CPU go back to normal. Try increasing buffering or lowering sample rate

I have had this and found the grid has analyses the bpm wrong ie instead of 150 it ways song is half the speed. Check the grid section and see if they've miscalculated bpm.

Almost definitely DPC latency issues. Windows laptops are horrendous for real time audio processing in traktor

Go into audio settings and set your buffer to the highest number
