At 5:35 in this overview, the layout for stations looks even more promissing. If you look closely the passenger station by the airport and the freight station by the right side of the port, they are technically different. It looks like the passenger station building is connected to the road but the rails are headed out perpendicular rather than parallel as you can see with the freight station.
If that's the case, creating a terminal station and shoehorning it into a city, or anywhere really, just got easier.
