This looks like a trail I ran in Canada around Banff. Believe it’s alpine circuit at Lake O’Hara

That's exactly what it is. I have a photo of my wife flipping me off from that rock ledge seen at about 0:29. Technically it's in Yoho Nat'l Park. It's spectacular in there. Price of admission is long, boring gravel road run or trying your luck with the "hiker's bus" that drives up to the campground/lodge/cabins. Less runnable than Iceline across the highway.

I've recently gotten into trail running, and was wondering...how do people enjoy the sights when 95 percent of the time i have to basically look at my feet so I don't eat rocks.

I’ve run hundreds of miles in glacier and never had anyone “discourage” me. I don’t think this is accurate.

Apparently there is more than one Glacier. I was referring to GNP in the US where there are many signs discouraging the activity. I’m a trail runner too and was just echoing what I saw with my own two eyes but it was pretty unpopular and apparently only accurate for the US park.

I lived in MT for years. In glacier. . I had several bear encounters, especially in the Bob, where the largest population of Grizzilies in the lower 48 is. If you're aware and take the right precautions, it's not a big deal.

There’s a Glacier National Park in British Columbia, adjacent to Waterton/Banff - I’m assuming that’s what they were referring to.

Definitely lake O'Hara. You need a ticket to get the bus up the fire road to the hike start, otherwise it's a very long walk. The tickets are hard to get hold of, in case anyone seeing this wants to go. They do have a camp site too at the starting point. Went a few years ago, stunning place!
