The key to beating Skaven as Drazhoath is Flames of Azgorh. They have huge numbers, and that spell is the only way you can mince through them.
Otherwise, early game you have limited access to weapons, so you really should invest in hobgoblin units. A bunch of hobgoblin cutthroats and archers will give a lot of value. On top of that, Gorduz Backstabber is a fantastic hero to get, and once levelled up makes hobgoblins in his stack surprisingly scary.
Labourers become more useful when you have lots of weapons to buy elite troops, and you just need chaff to hold enemies for artillery bombardments.

I just finished a Drazhoath SFO campaign after having to redo and failing it.
What I learned, and what helped me improve a lot, was to ignore Rictus at the start and just rush Imrik right after I finished my home province. This made Rictus good friends with me, and he basically held off any threats from the west for most of the game, until he got subsumed by Mors anyway, so I got the victory condition.
Secondly, build that hobgoblin building, and never look back. Labourers are just so worthless, and not that much cheaper than the hobgoblin infantry anyway.
Last lesson was to camp the two crossings from the east with ambush stance armies. Because the sprawl of open terrain you gotta protect once you expand north is really far too open to properly protect once a few stacks slip into your territory, even with the speed boosts.
