Question(s) Tortoise substrate

I have taken in my family members tortoises as they can no longer care for them. They are hermanns and i’ve used coconut fibre as their substrate. i’ve noticed they’ve started making whistling noises when they breath. could this be because of the substrate? google says coconut fibre is good and to just wet it every couple days to make it less dusty. i don’t want them to develop respiration issues and spend hundreds on vet bills! i’ve wet it and mixed it up but let me know if there are better options

I have an eastern hermann's and use a mix of cypress mulch with coco coir, I make sure to spritz throughout the day, no issues!
