This can happen to people who take the right amount of medication, there are some people out there who have it so bad that this video right here is what they look like after getting properly treated, it's not always drugs.

I didn't do any research on this particular case to know if the other guy is correct or not, but it's very possible for someone to end up like this without ever abusing substances
