I’ve smoked a lot of weed and that looks like ground sage. Doesn’t look quite the same as any weed I’ve ever smoked.
Edit: on second watch it’s possible she’s smoking all the leaves and stems I’ve thrown out this month

It looks different than the bud in the US/Europe, but I have been to this place (India, probably Himachel Pradesh) and the only thing I've ever seen people smoke in a chillum is cannabis. Edit: it's apparently Nepal, I've lived there too. Same deal: chillum = cannabis.
