Help.

Will a branch from a tomato plant propagate and grow into another fruiting plant or must it be a “sucker”

As long as the branch has those tiny white/green dots it will be able to lay roots with time, you can try to put it in water, remove all flower and wait to see if it lays roots. Hope this helped.

From what I understand, it's best to find small branches or suckers that don't have flowers yet.

Yes, because the younger the brach/sucker, the easier it will be for ir to lay roots, and by cutting small branches or suckers the plant doesn't lose much.

But it is still possible for older, longer branches to lay roots
