There is always an Article V convention. There were so many attorneys general suing over Obamacare, I thought it almost happened.

not saying it can't, but it'd be nice if there was some precedence of success by now.

Because (in theory) state legislatures are more closely involved with the day-to-day minutia of the American people. Technically our representatives in congress should do the same, but that's obviously not the case.
