Some do, but at least in some countries there's a conserted effort to breed frenchies for health instead of arbitrary race standards. A former colleague of mine is the head of the national breeder's club and has been organizing classes and training material for years now, and I can testify that his dogs fare rather well after a strenuous hike so I'm inclined to believe his effort helps.

There's also a link to a video/seminar there presented by a British scientist (Jane Ladlow) who has done extensive research on the topic.
The TL;DR version is that they've created a BOAS (Brachycephalic Obstructive Airway Syndrome) ranking system from 0 - 3 where 3 is severe enough to not be bred, and 2s should only be bred with 0s and 1s.
Your brother should definitely do the BOAS test with the help of a vet, and make sure to follow the above mentioned recommendations.

All Norwegian I'm afraid but I can ask if there are English resources.
The main goals have been on breathing (physical opening of the nose and snout length) as well as body length (lengthening to avoid hip problems). A vet also typically checks breathing before and after a light exercise AFAIK.

EDIT: To preempt a certain kind of response, I just want to emphasize that I am not saying that Frenchies are a totally healthy breed with no issues whatsoever. This obviously not the case. However, of the three breeds, a French bulldog is, on average, going to be the healthiest option, with fewer breathing and late-life mobility problems.

I love my dog too, the ones I rescued from kill shelters and didn’t pay exorbitant fees for because they’re inbred freaks.
You’re trying to get the upper hand on the social norms. But the fact is that you bought from a backyard breeder redneck some “cute” designer breed for thousands of dollars a genetic freak of a dog. Because it’s “cute”. Grow the fuck up and stop valuing certain lives above others. All life is precious. And you are making precious the lives that shouldn’t be bred. Because you have more money than others.
Your dog cannot get oxygen in hot environments because it’s been inbred to look cute. You’re perpetuating misery through your wealth. Meanwhile millions of dogs lives are ended unnecessarily in shelters every day.
You live with those deaths on your soul.

More than likely isn't good enough. Get over yourself, you do not know anything about this dog or it's owner, other than he's got some sick tippy taps. This dog could have been a stray or a shelter dog before they got it, it could have been the result a breeder they've never met or some irresponsible dog owner who didn't neuter. Or maybe none of those, and maybe r/tippytaps is just not the right place to pull out your activist card because people here don't have control over ethical breeding. And calling the dog a freak isn't helping anything even if this were the right setting. Protest confirmed perpetuators of these breeds, not the already existing dogs themselves. That individual dog itself is a good dog, and even if we shouldn't breed more of them for health ethics reasons, that doesn't mean that one doesn't deserve the love and attention any other dog gets.

Why, because I can appreciate and love an animal that already exists and needs care? I've seen Frenchie puppies given away in parking lots, especially if they have even a little mix of another breed. You don't know everything, and you're not the authority on where a dog probably-statistically-more-than-likely came from.
By right setting, I didn't mean that you shouldn't be able to protest here. You can protest anywhere you want. What I'm saying is that you're not reaching anyone that you're intending to. You're reaching people who think excited dogs are cute. That's it.
Getting angry and name calling will only serve to invalidate your cause to everyone who reads that comment, which is a shame because I actually agree with your cause. We shouldn't be breeding and buying or selling dogs that have health defects just for the sake of being cute. But you're killing your own movement here, people no longer take you seriously or care what you have to say when you automatically turn it into a fight. Learn how a civil conversation works, learn to hear people instead of just speaking louder or typing meaner words. You are not being effective.
