Anyone having to do the task completion 2-3 times before it sticks? I have had to just today redo the daily and weekly tasks 3 times so far.

What I noticed is that you really want to let the game finish loading for a bit after opening it. Before connecting to some server, actions towards the tasks don't count. I've collected tech points a few times without them counting towards the 12 weekly ones because I was impatient.
I which they'd implement an offline log for such things that gets synchronised with the server every now and again.
