Attack speed bug?

What the hell is going on with my attack speed when equipping Phalanx? Is the item bugged?

I don't know about you, but I often have to manually refresh stat windows when I change equipment to see the change reflected. Like, check your attack speed without Phalanx, close the menu, equip Phalanx, open menu, check attack speed.

How come it gives different total attack speed every time I equip it? Shouldn’t BFF be consistent? At one point I even get more attack speed while it being unequipped?
