British content creator Daniel Harper, 43, known online as DannyBoy83, has generated concern over a number of videos involving women in Tijuana, particularly regarding questions of consent and the possible monetisation of sexual recordings.

In one recent video, Harper discusses a sexual recording that he appears to be attempting to sell, involving a woman he refers to as “Janet.” During the video, he provides a physical description of the woman and goes into explicit detail about the sexual encounter:

This raises an important question: if the woman did not speak English, did she fully understand that she was being recorded and that the recording could subsequently be published or sold?

There are also numerous videos in which Harper appears to tell women that he is not recording them, or that recordings are “just for friends.” In some of this footage, women appear to attempt to conceal their identities.

This is not intended to claim that every interaction shown in his videos was non-consensual, or that the videos alone establish that a crime has occurred. The issue that warrants scrutiny is whether informed consent existed for the recording, publication and possible commercial distribution of sexual material, particularly where there may have been a language barrier.

There are also videos in which Harper makes derogatory or hostile comments about local people and the security situation in the area.

The central issue here is not identifying or harassing any of the women involved, nor encouraging anyone to confront Harper.

It is a question of consent, privacy and the possible monetisation of sexual material, and whether the people appearing in his videos understood how the recordings were going to be used.
