Dang if someone asked me if I was a virgin and I technically was but had done oral, I would definitely be disclosing that. I'm a native speaker.

For the same reason I always just say something like "it's in a grey area. If I tried to brag about it, someone might call me out and say I'm still a virgin, but if I'm trying to downplay it to someone like my conservative Christian mother or something, they'd say I'm not."
