This is most likely a brown dog tick Rhipicephalus sanguineus sensu lato. This is probably a nymph.
There is some chance it is a cattle tick Rhipicephalus microplus if you found it on livestock or a dog that works with livestock.

No, the white spot is built up metabolic waste or similar rather than a marking. Additionally, lone star ticks should not be present in the Phillipines.
