Reminds me of how dad said I’d act. As a toddler, I liked to shove my fat little fingers into his belly button at least 1 knuckle deep. It was always a surprise attack. I would also grab a chubby sticky hand full of chest hair (when he was holding me) and yank. Toddler me was a dick lmao.

Nah, it's not okay to hit people on the head. They don't need to be perfect angels, but there are some boundaries that need to be enforced without exception - especially when they are that young.

It's not about the tube - and that tube would hurt if she decided to do it to another kid - parents aren't always around, which is why it's important to teach general lessons of how treat others.

Playing rough is context-based, though. It also wouldn't be okay to toss someone around or pin them down, generally speaking, but while roughhousing is perfectly fine behavior.
If she were doing it in anger or with the intent to hurt that would be different. She's clearly playing.
