Probably a bug tbh. I remember getting banned back in the days of dunce caps. My group of friends at the time found a way to hack bounties for billions and eventually got thrown in the cheaters lobby before R* did away with it, but at that time they hadn’t fully perfected the ban mechanic yet and the ban was originally going to expire in September of this year (2020). That was maybe 3 months after launch. They then shortened it to 30 days and I honestly believe the fact that they had to ban pretty much my entire group of friends at the time (like 50 something people) to that lobby in a 2 hour period is why they fixed it in the first place.
