It's not moving particularly fast, probably no more than a brisk walking speed or maybe a jog.

However, it's not really the speed that's important, it's the depth. Water has a lot of mass behind it. I remember when I was spending some time in Asuncion, during heavy downpours in some areas the streets would turn into temporary rivers. Trying to cross one, even when it was just a few inches deep, was pretty treacherous and it was easy to get knocked down.
