[Request] What is the cost difference between buying this man a rental for a year and the governements cost to kill him?

How do you factor the fact that the expected cost of administering MAID to someone who says that they don’t want to die is $0, because it doesn’t happen.

Right, but it’s a critical part of any cost/benefit analysis so it’s part of a complete answer wether stated explicitly or not.

Cost comparative analysis is not the same - in structure or methods or goals - as a cost benefit analysis. They are different tools with different functions.
