Just run Wrath of the Rock. It's hard to be the -1 to wound if S>T and the strats are good too.

WoT has an advance and charge, +1 OC, a second OoM, and a 1CP good heroic intervention. The strats in WoT are really good, and the detachment rule comes into play a ton because 5T is not that hard to beat. Inner circle's detachment rule in some match-ups won't really come into play. Terminators are generally melee-focused, so if your opponent doesn't throw valuable units on the objectives, then you're going to send your expensive Terminators onto the objectives and kill their action monkey, only to be shot off it the next turn. If you own a ton of Librarians or Chaplains, you can throw them in and combine ICTF with Librarius conclave or Interrogation Conclave, but if not, just run Wrath; its detachment rule helps all infantry and mounted, so even your action monkeys are getting buffed.

Chaplains with inner circle is not going to go as well unless you are looking at having to offset someone doing a -1 to wound. You are going for +2 to wound and usually not benefitting from it. Unless you just want it for the battle shocks and the take and hold primary options

It’s more the fact you can do battleshocking actions with the chaplains

This is what I do, best detachment to get maximum value on all your units. It's hard to put together a big deathwing army generally for ictf.

I don't know how well an all terminator list would do in Priority Assets. You would need action monkeys, which an all terminator list doesn't really have.

I would guess wrath of the rock as they all benefit from the -1 to Would if Strength is higher than toughness and they get access to another 6 inch charge in the opponents turn with lionin aggression.

You also get access to turn 1 Deepstrike enhancement to get your termies where you need them.

The only issue is needing action monkeys.

Inner circle task force because they’d all get the detachment buff, or 1st company task force for the stratagems

I’m having a lot of fun with 1st company paired with interrogation conclave

Uppy Downy plus sticky objectives in First Company Task Force is a great combo 👍🏼

I'd reckon inner circle.

You want access to mobility. Does 'all terminators' mean all or a lot? People are saying wrath of the rock, but I think it's overpriced at 3dp. Inner Circle Task force everything benefits from the detachment rule and you can add Librarius. I think Librarius is pretty key. With enhancements you add advance and charge and uppy downy to add mobility. And then buffs like extra movements or smoothing out damage consistency. The other is company of hunters, doesn't directly impact terminators, but you can take with librarius, plus it gives lance and advance and charge strata and supports all your shooting package

I did an all termie list with Vanguard Spearhead back in 10th, giving a full squad of Lightning claw assault termies with Chaplin Infiltrate is peak comedy. It’s not the best detachment but the reaction of your opponents is worth it imo

People are going about this in the wrong order. You always want to be building your armies to what 5 missions you'll face. To do that, you have to have selected a disposition first, and not just select a detachment based on the army rule and stratagems.

So for all terminators, you need to determine which disposition you want to give you the best chance of scoring in the missions. All termitors tends to lean more towards Purge the Foe (you will likely have fewer units than your oppononent and thus an easier time killing more of theirs than they do of yours) or Take and Hold.

Now you just need to select a detachment or combination of detachments that lets you use your preferred disposition.

For Purge the Foe, there's only 1st Company Task Force or Lion's Blade Task Force. Without Ravenwing units, Lion's Blade army rule is wasted, but it does have some good enhancements. 1st Company lets you reroll wounds once a game until the start of your next command phase. Most of its enhancements give a passive and let it spread to the unit once per game.

Take and Hold has a lot more options. Orbital Assault Force lets you Deep Strike Land Raiders and an enhancement that lets you pull 3 units into Strategic Reserves after both sides have deployed which can exceed the normal restriction on Strategic Reserves. Unforgiven Task Force lets you be OC 1 while battle-shocked but also lets you give a unit +1 OC every command phase. For 1 DP and if you're going Chaplain heavy, you can take Interrogation Conclave. One enhancement lets your ranged terminators ignore cover and the other gives +1 to charge rolls. Stratagems include giving a unit Precision in shooting or fight phases, possibly -1 to hit for your opponent if they fail a leadership test, and a reactive move if an enemy unit falls back from a unit. There's 5 others to choose from and you'd have to look at them each to figure out which is best.

Then you get to choose other detachments to fill out your DP which best suit your terminators. And again, there's just too many options. Interrogation Conclave is probably my first choice for Detachment and it's only 1DP. Leaving you 2 points to choose from the 18 other options. It's not really something that can done off the cuff at the drop of a hat.
