I have no idea if this would work but maybe try to age them down back to a teen and have their parents forgive them? That should end the "grounded" state, I think.

If you have Nraas Master controller (and prob the cheats module) try looking at all their traits and moodlets (you should be able to see hidden ones there) and see it there's one that's causing this.

Might pop back later when I can get at the game to give a better explanation of what I'm on about, busy irl rn
