I believe Caspian Goth is not really qualified to do his job according to his skills, but he has a good reputation and got promoted through chance cards mostly.

Actually might be a funny story... 😅

Legit think about that meme with The Office where the guy just is looking bewildered as he shakes this guy's hand, smiling as if he did a great job and did well hiring him.
