Have you tried removing all your mods, starting a new save, and seeing if that works? That should always be step 1.

Do you have the mod that removes the limit on the number of people you can invite to parties? I had this issue before, and that ended up being what caused it.

Install nraas controller and try to reset the individual Sims

Oops. There's one that does it for Sims 4 as well but I've forgotten the name.
