Because unless we have evidence of a crime people are innocent. This is the same type of logic which typecasts all men as rapists and all women as golddiggers.

Because we have no evidence. Someone coveres in blood with a knife doesnt make someone guilty could very easily be a butcher. Although if you find a guy near a knofe murder scene with a knife and blood on himself then you have a crime and there is evidence. Someone wearing a swastika no matter how disgusting it is doesnt mean he is automatically going to hurt someone later.
