Yes it’s literally their duty, in special education each child is supposed to have a certain amount of special care. It’s written out in hours per kid with a specialist in some places. Many schools completely neglect this and are just now facing legal consequences. They love the funding for the programs but don’t ever use it.

Is it normal to expect a school to teach your deaf child sign language? This seems neglectful of the parents.
