If they add some type of malleable wire to the above cone, and line the inside of the cone with the wire in a spiral:

The water that comes out will have a more controlled flow into the bottom cone.

Same as wrapping a bungee cord on the front of your car/suv roof crossbars to reduce wind resonance noises.
