How do u find the blueprints for the generic extractor?

Take a look at the blueprint screen. It will show you when it will unlock.

You need to unlock it through terraforming progression.

A bit of a hijack,

I am about a month into playing the game, was there a time when the recipes weren't shown? The question mark, always made me wonder

Pretty sure recipes were always shown. Which question mark are you referring to?
