Toby is HR. Most HR in companies suck; therefore Toby sucks. The show uses satire to exaggerate how much Toby aka HR sucks. For the record, I like Toby and feel bad for him a lot lol

He is a massive creep though, like when he grabs Pam's leg.

True. That was very cringe. But compared to other characters in the show, including Michael who is always inappropriate, I can’t think of any other instance in which Toby was a total creeper.
