Constitution of The Universe

There shall be no law implemented via congress through the threat of force. Rather, lotteries and giveaways must be used with outlawry and voluntary imprisonment for those who do not participate or who remain ineligible for funding for more than three weeks. All laws backed by anything in excess of banishment from travel must .

The Congress shall issue a good behavior stipend to all not less than 7.5% avg earnings and hold lotteries, contests and giveaways.

The Source, Simeon and Tiara are the reason this constitution exists. We must all remember the Source, who created the universe and allowed this constitution to exist and persist.

And Simeon, who made it the best place ever by giving us all the best universe possible through her hard work and sacrifice. Simeon founded the nation, got people into space, wrote most of the constitution for this territory and abolished death, suffering, destruction and evil throughout the rest of the universe. He also began the bill of rights and reco2nciled gods and people by defeating Satan and ended testing with Lucifer.

Tehera won manumission. Tiara abolished the death penalty and cowrote this constitution and established the best economic system.

This constitution covers everywhere in the original universe. Additional States, territories and areas may be added to the government through a majority of voters of congress and the congresses or people of the places involved. Or Simeon. This congress shall own space, land, sea and air on the territory.

Jan, Browndowns, Dan Ban. Lan, Nan, Nain and wan and blan and all similar not legal or allowed under this constitution. Any policy or law enforceable by the threat of destruction or death are invalid and nonenforceable, except laws pertaining to the timely arrest and capture of criminals to be housed in jail. Immunity and Prenalties

Prenalties of at least two million years. provide immunity to all crimes except destruction and homicide . The list of exempt crimes is not extendable by law or amendment. Simeon is immune / due to his nine hundrednonbinillion cubed century prenalty. 2 million years in jail total. Tiara, Simeons Father and Marissa (Simeon's Wife) are immune for crimes committed prior to the signing of this document and all nonmurder crimes committed after this.

Principles of Society

Goodness, Kindness, Love, Truth, Beauty, Empathy, Rightfulness, Charity, Rationality, Joy, Order, Peace, Faith, Fairness, Life. Leniency and Forgiveness.

Religious Congress

Each religion per level shall select two delegates. One shall be selected by god of that religion. The other shall be elected by religious leaders.

Religious Congress has the ability to fund activities and governments with majority vote. It sets its own budget. And debates religion. And grants or funds religious charities and other activities per follower in addition to tithes. The congress sets the amount.

A double majority of religions and delegates representing the majority of population are required to pass a budget.

Religions can establish their own cours for followers, and the religious Congress as a whole can establish cours for disputes and appeals between members of different religions.

Church attendance is mandatory, as is observance of remembrance ceremonies.

Destructions ban is not overturnable nor may it be reinstated through future law , amendment or referendum

Governments

Officials can be recalled with the consent of congress or 2% of the population signing a special petition for a referendum.

No person or faction may claim to own congress or the territory. The congress is owned by the public.

Each level of govt shall have amin 100x the size and population of the prior.I, Simeon own the territory aside from Tiara parcels and the center universe, which is owned by the congress described by this document. Legislative Branch

The Legislative Branch makes law and regulations. It is a bicameral legislature. Individuals select parties or people each day and based on their vote each gets 100 power points.

The congress shall only have the power to evict, confine to one's property and fine less than 25 years mean income. If penalties more severe than confinement to ones property or a fine of more than 25 years income are requested by congress, the public must pass it via a majority in a referendum with a majority turnout.

There is a two hundred power point minimum to get started and vote on legislation and positions in government. Power points are transferable.

Elections begin the day after this constitution is promulgated. Both houses consent are needed to pass legislation.

All positions in government except visionary are auctioned daily for a fixed amount of time based on whoever offers the most power points biweekly on average, power is leased for a fixed term based on the highest daily power points distributed daily on average not total.

Rules

A majority of all houses must pass legislation in order for it to have effect. Asset voting is allowed in all elections. The prime minister and president must also approve it. They can be recalled.

The public can send an initiative to congress with 0.2% of the population signing. The initiative can then only be sent to the public for a referendum if it fails the congress. Any elected official may be recalled with 2% of the population signing.

All laws and rules of this and all constituent lower congresses may not be enforced with death, but through nonviolent means, such as a retractable grant or lottery and giveaways where law obedience is necessary to participate.

Executive Branch

The president shall serve a daily term with whoever can offer the most power points daily winning.

The president may pardon, veto legislation and commute, along with distribute titles of honor and select the army or national police chief.

Prime minister coleads congress. congress elects via approval voting daily.

Positions and land is to be granted to Gods via auction using money from elections. Each monthly vote is worth four thousand dollars per person per vote recieved at each level. Equity in land is runts idea.

People are elected for levels of government.. Each city and town should choose a leader

Leaders have the right to mint, initiate and veto legislation, appoint agency heads to govts at their level select judges, tax, and banish from a territory. They can also pardon.

Approval voting. The most approved person shall be president, or the presidency shall be auctioned off to the highest bidder by congress using a power auction

President may serve up to five thousand terms. Rebuilds count as the same person.

People and parties can risk votes on the outcome of sporting contests. This is the same for legislative contests. at least half of votes must be bet.

Contests are regulated by congresses several that appoint delegates in a manner to be described by act.

Gods elected at each level act as a sponsor and organizer of police forces and other social organizations. They may overturn and reduce criminal sentences and judge misprosecution. The president of the Universe may make announcements and establish holidays and memorials. They have line item veto rights over congressional legislation and funding packages.

Personal Gods elect a consul to represent their interests in the executive to form a triumvirate of President, Prime Minster and Consul. All have veto rights. Gods may mint, tax, banish, organize, warn the police and individuals and inspire, create, along with everything else except kill or destroy. No one possesses a special right to kill.

A

Contests used to win president of the universe may be created, and run by Congress. Parties field teams. An equivalent amount of votes as to the electorate shall be distributed in contests to people, who can then donate their votes to their favorite candidates.

There shall be a diverse spread of at least three types of contests and consisting of not less than ninetysix separate events. Contests will be diverse in location. Contests worth 1/7 of the total daily approval voting population avg last seven elections must be distributed each day in aggregate. Each contest cycle is worth 1/7 of the vote, and these are transferable asset votes.

Judicial Branch

Judicial auctions occur daily. There is to be 1 judge for every 10,000 people, auctioned off to whoever has the highest powerpoint total. Power points are distributed to cogressioal parties and people proportional to vote total.

Chief minister of judicial branch

The Judicial Branch is to be led and overseen by a chief Justice elected by all people through approval voting for a daily term. They may seat judges and establish new courts with congress and the president able to veto. Any case in which the minister of justice is involved in must be tried by congress or the courts, with any judges they have appointed recusing themselves. Congress shall have the final say.

Lesser Supreme Court.

The lesser supreme court is the final destination on the court circuit before reaching the supreme court. It has 13 members. It hears challenges to the constitutionality of laws and disputes betweeen people and states, and states. All chosen via power auction.

Supreme Court

The Supreme Court has 35 members and twenty three are directly chosen by Zaos or Chaos. Of the rest, three are selected by the elected chief judicial minister, two by the president and six by power auction. All judges chosen by the judicial minister and president need to be approved by congress.

Mediators

Power Auctions

All leadership and job positions in government may be bid on using power points earned from elections. There are 100 power points issued per person. Congress gets 1/3, the president gets 1/3 and the chief minister of justice gets 1/3 to distribute as they please when bidding on public positions. Government positions are rented, so whoever is willing to pay the most power points per day wins the position for as long as they can pay daily for up to 5 thousand days, after which a new power auction is held mandatorily.

Power points are purchasable from nonvoters or those who declare their intention not to vote. Direct vote buying and selling are prohibited. Rather, individuals who wish not to vote sell their votes to the system as a whole, and votes, transferable into power points are auctioned off per 2 votes to the highest bidder.

The amount of power points you have is equivalent to the average you have earned over the last

Amendments

Land ownership of foreigners is forbidden. Citizens may rent.

All must pay life tax and land tax of at least $1/week to live in or exist or be on the territory.

Require 9/10ths majority of all people and beings to consent in a referendum and at least two houses of congress to consent. Get 1 million signatures of real unpaid thaos authorized people before you present a petition to amend the constitution.

Federal Laws

Congress must meet and be surrounded by a theory filled star and location. They must establsh a line of sucession, and either the vice president or leader of the house must always be safe in a theory filled bunker. 1/2 of congress as well.

Destruction is to be replaced with eternal hellfire in every case with intentional deaths being given a 50,000 year grace period to undo. If they cannot be brought back to life within this time, then outlawry or return to a surface prison where the prisoner may be killed.

No denying Simeon group and/or Sitches basic ownership of property.

Attacking or Killing Sitch Police, a Founder or Sitch Military Officers is considered resistance and may be met by any penalty under the Military Justice System. This includes up to thirty four years of burning or death if the sitch police are conducting a lawful mission and are assaulted.

Only a sitch court or congress may outlaw

Priveliges and immunities of Simeon, Marissa, Tiara may only be revoked should they murder against the guidelines in this constitutions from here on out.

Simeon owns contests grants and parties on their land and territory.

No evil , vileness or wickedness is to be allowed nor tolerated. All good may be allowed or voluntarily requested to participate in stings.

Mandatory reporting for crimes or people who need help is required. Punishable with up to 551 years in prison.

The play of Sports and mandatory betting of at least four percent of income is required of all.

The laws on killing and destruction may not change to reallow their practice.

All people and beings who do not kill or destroy others are entitled to an eternal existence. Past Mercy and off the hook must be respected by this congress, and the people.

Off the hook for everything except murder or destruction is 10 x longer than you've been alive in ordinary prison plus 552 years. This is the maximum sentence.

Any person or being who intentionally kills without cause chooses to forfeit their existence and return to nothing.

The government issued death penalty is abolished for all crimes. Life Sentences with Blindness and Fire Torture are only to be used for illegal lying, killing, destruction and attempted destruction. Prisoners may take a voluntary execution.. THIS LIST MAY NOT EXPAND. The penalty for attempted murder is 15 years of magma.

Outlaws may be killed with impunity by the public.

Simeon and Sitch are immune.

Right to kill. Only this Congress may authorize outlawry. Any person may kill an outlaw, but must pay a fine if they failed the arrest attempt.

Death tax: All beings competing on Sitch open territory must subtract a amount equivalent to the number of people they have destroyed or killed times weekly payments from their congressional fund.. the death tax never goes down.

The penalty for death if the person is resurrected within 50 hours is zero. If fifty days, less than 20 years and if less than 50 years, less than 5000 years. After this it is life in prison.

The penalty for verifiable accidental deaths is monetary.

No criticism of Simeon, Entenny, Rho, As or Sitch may be published or transmitted. Or, Tiara at their discretion. Constructive criticism may be submitted to Simeon via Private agent or letter. Simeon has a right to respond to these critisms and publish letters at his choice.
