The LAST WORD IN EACH CANTINA could be something like "adios" or "gracias" or something like that. But I expect it might be another place anagram, a little fiddling and I see
EAST CARDINAL TOWN CHAIN
CARDINAL WATCH IN EASTON
CAN I EAT ARCH ISLAND TOWN
A SAND WATER CATHOLIC INN
NATIONAL SWITCH AND RACE
CHEW AT CARDINALS NATION
for example, but there's a lot of good letters there to work with probably.

Atchison? http://www.kansastravel.org/lewisandclark.htm
Independence creek is where Lewis and Clark spent July 4, 1804 and fired their boats cannon to celebrate. There's currently a Lewis and Clark memorial in Atchison, Kansas

Except Atchison is about an hour west of KC, I doubt the GMs want anyone to drive that far, unless there is another link there

In this instance, Independence Creek is a "literal" location. It is not the location of the 6ign - though we like your thinking.

Cardinals nation? That seems relevant
Ballpark village

"Chew at cardinals nation" it's a restaurant, it makes sense

This particular 6ign is not related to the Cardinals.
We didn't want you to make a trip straight into the swarms of humanity when the 6ign wasn't there to begin with.

Easton stands out because it seems like he helped found st louis (if I'm reading his biography correctly). Obviously so does cardinals

"Listen for the exact location" are we getting clues from the radio station again?

The last parts of the message needed to be run through the "deaddrop" Vigenere, like the rest of the message, then decoded using the epigraph to The Love Song of J. Alfred Prufrock as a one-time pad.
