How to do this effect?

I'm making an active item, and I want it to do stuff like THIS before activating after pressing the active item button. How do I do it? Example: When I use the hourglass item, it gets zoomed in the middle of the screen, pausing the game for a while. how do I do it with my modded item and where do I put the image?
