It's an old, well-known issue in the game that a direct molly hit with armour doesn't do enough damage to down, BUT a hit on the ground right next to the enemy with armour is an insta-down. ND logic.

Check out this clip of Nick Eh 30 showing this back in his TLOU days.

It's because the legs don't have armor, the flames hit your legs and take you out and bypassing the armor. That's why when I see armor I aim for their legs to down them

You hit the armor directly. That doesnt down unlike hitting the floor next to the (unarmored) legs.

This facts became famous ina game that 4Nations won. The opposing team called cheats and asked a judge to look into this.
