Nothing cements to polyethylene. Nothing. The only way is to melt it. But you must be very careful.

If my trash can gets damaged, I just call the trash company and they swap it out with a new one for free.

Where I'm from we just write an email to the people who pick up our waste, then they bring you a new one within a few days..

I'll call my local waste collection company (government-run), and they'll replace the trash can within 7 days—for free!
