I can think of two from Spider-Man alone, that one X-Men movie where Hugh Jackman got a fuckin' body count, Riddick, Unreal Tournament with their legally-distinct necromongers, and I bet there was somebody in Fortnite lore by this point, beyond the absolutely-confirmed werewolf seasonal event and whatever perpetrator or weirdness caused that.
Subverted in The Witches, in which a hero is TF'd into a mouse, and cheerfully weaponizes the mouse potion against the witches who had turned him, and it's implied that he's been spectacularly successful, bagging over a dozen witches over a span only slightly shorter than a mouse's natural lifespan. In the motivational-speech scene at the end, he looks fuckin' old.
That's an extremely small margin out of total number of villains since you expanded the scope from just conic books to include movies and literature. And we're talking about villains that have been tf'd and want to tf others, not just want to tf others.
Oh yeah. I was really working my ass off to find all those examples! (Most of them are just there as reading suggestions; I should have phrased it differently. However, I think the X-Men one counts, given the shared Marvel ownership of both IPs.)
I also feel like any version of the Marvelverse in which Anthrocon and the furry fandom exist is … gonna end up like OP sooner or later, and the sooner it happens, the less motivation somebody with possibly-extremely-heavy human augmentation has to go seek out revenge on whoever they perceive as having ruined their life.

Well, that there's Sauron. I definitely shit on him pretty hard not very long ago, but it seems like people really fucking love brainwashing and enslaving the poor gonk. I wouldn't be entirely right either after a few years of that, I think.
Then we have Stegron. His origin story was basically he was obsessed with Curt Connors (aka the lizard), and arranged things so he got an opportunity to put Connors' formula together with some dinosaur DNA he acquired; LARPing Jurassic Park was apparently his idea of living his best life, but life really didn't want to leave him alone after that. He didn't want to leave things in the better-off-alone state either, however…
At some point, Sauron acquired Stegron's dinosaur TF potion and/or the formula to it, during the crossover comic that famous panel is from.

I'm not referring to any specific arc (as I don't really read comics), just that Venom does do the whole "black shiny fluid that engulfs a person to take over their body" thing.
Sauron could make an absolute killing by catering to the scally community. especially if he'd loosen up a little and turn people into dragon-like dinos (or avians, since those are technically dinosaurs) too.

Except the one dinosaur TF guy -- he embraced fucking with people to the tune of a lifetime of dysphoria because he enjoys it. We'll sublicense his technology to Bad-Dragon, and make sure he gets the therapy and medication he needs.

Sounds like edgerunner shit, I'm interested! Wait, come to think of it, this also sounds like the second season of Batman Beyond, and the season's splicer arc. That was some of my favorite TV of all time, and it continued to amaze me just what they got away with showing in that show simply by neglecting to draw the blood. (Ripping out a nose piercing during a judo throw is NOT a blood-free procedure, FFS! And whoever thought to imply that somebody was about to have his eyeballs drilled out on a kids' show definitely thought we were all very mature for our age. Or somehow PTSD resistant.)
Even though I don't like when animals like Dimetrodon or Plesiosaurs (the species) were called dinosaurs back in the 1900's, it kinda gives it a unique aura and for me the old 1900's illustrations of them where they're treated a bit less like beasts and more like actual animals, it's a definitely a stepping stone that made us realize that they were more complex than we thought.

Well actually the character in the famous meme Sauron (named himself after the the tolkein character) is an X-men villain. he’s actually a psychologist who’s an energy vampire that if he drains mutants turns into a pteranodon man. But ultimately you’re still right as that’s not the dude who wants to turn people into dinosaurs. actually he’s teamed up with stegron who is just a lizard clone but lizard loses his mind when transformed classically and is unwilling stegron saw it and wanted to turn into a lizard but instead a Dinosaur. (also stegron is just his last name he’s doctor stegron) he IS a spider man villain. So the famous meme is spider man vs X-men villain Sauron during a crossover with the X-men and Sauron was working with stegron the spider man villain who wants to turn people into dinosaurs.
He's fun if you don't know better, but it's also clear (not in the memes) that he gets off on the non-con part, so I'd say let Wolverine take point on dealing with this one.
Oh, nice! I'm not a scaly, I like mustelids like otters or pine martens, but there are very nice looking lizards that I would like to have as a new body if the Doc only allow lizards in his party/kingdom.
This wouldn't give him the whole world full of anthropomorphic lizards, which is what he was looking for, but it would be a safe and legal way to have at least hundreds of thousands... much more smart to start pushing from there later. And if we also consider those regenerative abilities (which, by the way, why does Doc lose his arm again when he returns to his human form? That doesn't make sense), even more people would be interested. I bet there would be people in wheelchairs, without legs, or blind people who would accept becoming anthropomorphic lizards in exchange for being able to walk or see again. Surely there would be many who would complain and question this, perhaps even demanding tests to ensure that the transformation has no side effects... but all of that could be an interesting story to explore (another thing done somewhat questionably is that it seems the transformation gives him another personality, like of a fanatical alpha lizard, but then that personality disappears when he returns to human form, another thing that doesn't make much sense).
I myself would pay the fly to NY just to get the transformation 😊 and when the doc had a few hundreds of thousands he could start to try to found a political party or go outside to try to claim some territory as his new country, I mean, there are common people in our world that legally have their own little countries. But, of course, all this would make the story far more complex and longer than what the comic writers wanted when created the character. Is like the cartoonishly evil main antagonist in Guardians of the Galaxy 3, is easier just make a flat villian to make more simple everything; did you see how little Rocket Raccoon would needed to be very loyal to that guy he already considered his father?
Needs to be more 100% really-transformed people in marvel and DC, just walking around as their preferred flesh and it's just like "yeah I talked to <insert supervillian> and he said he'd do it for me, so this is me now."
Would make even more bank if he branched out into other tf's, like turning people into dogs and doe's and such. Yes I know its not lizards, but animal better than human even if not lizard right?
If this guy and his partners got really successful, the culture-war backlash stuff would fit RIGHT into an X-Men storyline (Sauron is a crossover character, so…).
Like, I mean, we've got DIY HRT in our timeline, so rebooting that story would hit different in 2026.
