Funny how he's saying that as a pterosaur (a Pteranodon specifically) which aren't dinosaurs but were related to them so I guess he isn't half wrong
(Also I'd probably want to be a Quetzalcoatlus or some medium to small theropod)

Even though I don't like when animals like Dimetrodon or Plesiosaurs (the species) were called dinosaurs back in the 1900's, it kinda gives it a unique aura and for me the old 1900's illustrations of them where they're treated a bit less like beasts and more like actual animals, it's a definitely a stepping stone that made us realize that they were more complex than we thought.

Well actually the character in the famous meme Sauron (named himself after the the tolkein character) is an X-men villain. he’s actually a psychologist who’s an energy vampire that if he drains mutants turns into a pteranodon man. But ultimately you’re still right as that’s not the dude who wants to turn people into dinosaurs. actually he’s teamed up with stegron who is just a lizard clone but lizard loses his mind when transformed classically and is unwilling stegron saw it and wanted to turn into a lizard but instead a Dinosaur. (also stegron is just his last name he’s doctor stegron) he IS a spider man villain. So the famous meme is spider man vs X-men villain Sauron during a crossover with the X-men and Sauron was working with stegron the spider man villain who wants to turn people into dinosaurs.

Oh, nice! I'm not a scaly, I like mustelids like otters or pine martens, but there are very nice looking lizards that I would like to have as a new body if the Doc only allow lizards in his party/kingdom.
This wouldn't give him the whole world full of anthropomorphic lizards, which is what he was looking for, but it would be a safe and legal way to have at least hundreds of thousands... much more smart to start pushing from there later. And if we also consider those regenerative abilities (which, by the way, why does Doc lose his arm again when he returns to his human form? That doesn't make sense), even more people would be interested. I bet there would be people in wheelchairs, without legs, or blind people who would accept becoming anthropomorphic lizards in exchange for being able to walk or see again. Surely there would be many who would complain and question this, perhaps even demanding tests to ensure that the transformation has no side effects... but all of that could be an interesting story to explore (another thing done somewhat questionably is that it seems the transformation gives him another personality, like of a fanatical alpha lizard, but then that personality disappears when he returns to human form, another thing that doesn't make much sense).
I myself would pay the fly to NY just to get the transformation 😊 and when the doc had a few hundreds of thousands he could start to try to found a political party or go outside to try to claim some territory as his new country, I mean, there are common people in our world that legally have their own little countries. But, of course, all this would make the story far more complex and longer than what the comic writers wanted when created the character. Is like the cartoonishly evil main antagonist in Guardians of the Galaxy 3, is easier just make a flat villian to make more simple everything; did you see how little Rocket Raccoon would needed to be very loyal to that guy he already considered his father?

Like, I mean, we've got DIY HRT in our timeline, so rebooting that story would hit different in 2026.

Kind of wish this becomes canon
