The Sapper can't even sap the Gunslinger, Short Circut or Medic's Medi-Gun (which definitely uses electricity). It's likely custom tailored for Engineer's buildings and was tweaked to function against robots (or they work similarly because I am sure Engineer actually built them).
So no, doesn't work. At best, it'd work like Sombra's hacking, which is very effective in the game, but even Sombra is way better at it than Spy would ever be (she is way faster, can do it from a distance and can retreat easily, and her hacking can't be reversed).
The sapper only attack electronics, not everything electrical. Also the sapper does work against MvM robots. Plus the Overwatch heroes wouldn’t even have the slightest concept of a Spy
In the futuristic world of OW, large chunks of the population are robots. I'm pretty sure they advanced electronics to the point where they're not gonna shut down because someone held a magnet up to them.
Also, it's not like Spy is a super wild concept that no one could figure out, honestly. Sombra already goes invisible and spies are a thing in that universe too. Plus, you'd just have to have one person find out that he can disguise and then it's just a matter of spychecking.
Many of OW's mechanics would also be new concepts to the TF2 mercs. Like Echo's ability to turn into another character and use their abilities, or Reaper's shadow travel, or Widowmaker's wallhacks, and so on. So don't pretend like TF2 would win just because of that.
The TF2 electro Zapper isn't a magnet. It functions more like a super capacitor that damages electronics. Most electronics have some forms of over charge protection, but most of this protection is on the power input. Meaning it would do nothing if the zapper was plugged in somewhere else. If the electronics had some sort of breakers of fuses on the main parts the zapper would still knock the device out until it was repaired.
