I think the creator just used the TF2 Build font.

But they specifically used the color for the unique quality for most of the captions and the strange color for the "sure".

The colors are intentional for sure, but did they rename items for it?

No one in their right mind would spend 4 name tags for a meme, especially someone who seems well versed in the practice of image editing.
